In the meantime, the word development administration is a term to introduce a particular way of thinking concerning public administration so as to include different stages of the evolution of public administration and give prominence to the goal of public welfare and public cooperation. More specifically, development administration is an area concerned with the process of political change, technology transfer, and the rule of law. It is the context for the role of government in the social and economic development of Third World countries.
The book series Public Administration, Management and Reform in Nigeria, originated from World Bank identified Public Administration as the area that needs more attention. It is also widely recognized that Public Administration organizations must become more accountable to the beneficiaries of their services. A portion of the benefits of Public Administration schools must be available to students generally (see “The PhD Handbook”, also see http://publicadmin.asu.edu).
The first issue of Public Administration Journal began in 1945. The journal was first called Modern Problems in Public Administration. Then the word Public Administrate became popular and the word Public Administration was used. The name of the journal was changed to Journal of Public Administration. Some months later, the name was changed to Public Administration quarterly. The last issue of the journal was published in 1960. Soon after the journal was closed, a journal called The Public Administration Review (TPA) started its publication. It also took the name of Journal of Public Administration in 1965.
The journal was not a new publication. The first issue of TPA came in 1963. According to sources, it was first published in ten, then twenty issues (with a break). Then 60 issues appeared with a couple of intervals (1967–1973). The issue was small in number. It was published by the Institute of Public Administration (IPA), London.
